As reported by KPBS, Lemon Grove is holding public workshops to gather community input on whether the city should make its temporary tenant protections permanent. Those workshops are scheduled for:
- Monday, March 24 at 6:00 PM
- Thursday, April 9 at 6:00 PM

No-fault evictions have become a flashpoint between landlords and tenant advocates across San Diego County since 2019, when California passed the Tenant Protection Act. That law required landlords to provide documented justification for most evictions, though it did preserve landlords' ability to remove tenants for substantial remodels.
Lemon Grove is now following in the footsteps of Chula Vista, the City of San Diego, and Imperial Beach, all of which have placed additional local restrictions on no-fault evictions tied to renovations. The trend is clear: local jurisdictions are layering requirements on top of state law, and each new ordinance creates a new compliance landscape for landlords to navigate.
The Council Is Divided, But the Votes May Be There
Here's the honest reality: it appears the Council has enough votes to pass a permanent ordinance. Not every council member is on board, though. Council Member Yadira Altamirano has said she believes tenants are already adequately protected by state law and that passing a more stringent local ordinance is not in the city's best interest.
Mayor Alysson Snow, Council Member Jessyka Heredia, and Council Member Jennifer Mendoza directed staff to set up the two public workshops. Heredia emphasized wanting input from landlords, residents, and property owners who are actively working in the community. That's a meaningful statement. They want to hear from you. And if landlords don't show up, only one side of the story gets told.
